How to get New York driver's license if I have Ohio driving license that says nonrenewable & nontransferrable? - is the ohio license renewed the same day

I moved to New York from Ohio and I need a license. my license in Ohio says, not his-renewable nontransferrable Coz I am a foreign student. I (will not be renewed it yet!) Please tell me if I apply as a new applicant, or they can transfer my license? Thank you very much ..
