I do not think anyones natural hair ugly. African-American hair can really as long as the hair deep conditon months. From what my friends, it is difficult to maintain this type of hair, but their work is not rewarded. Celebrities feel probobly selfconcious on your own hair, so they use fabric and wigs, and there is nothing wrong. If you are not willing to put much effort into your hair, tissue, and wigs are a good thing. Good question BTW.
No, if someone may have negative feelings about natural hair, celebrities and how they add to this knowledge, but not quite the celebrities. Start with what is already in your head.

I am sure that there are cases, however, this is not the only reason why people do too.
